PURPOSE:To permit the heating of a floor panel in a short period of time as well as the heating utilizing only the floor panel by a method wherein a heating means is put OFF when the water temperature of a heating tank has arrived at a set temperature while the heat source of a stove is extinguished when either one of the water level of the heating tank and the water level of a water reserving tank has arrived at a set level. CONSTITUTION:A controller 20, which controls the operation of a hot-water type floor heating device, turns a heating means 8 OFF based on a signal from a temperature sensor 7A, which detects a water temperature in a heating tank 7, and extinguishes a heat source 6 based on detecting signals of first and second level sensors 9A, 9B. When a water level is lowered, a buzzer generates an alarm sound, therefore, water is fed into a water reserving tank 5 to prevent non-water heating. Under the normal condition of the amount of water, water, circulating by a pump 1 through a circulating passageway 2, receives heat from the heat source 6 through a heat receiver 3 and is heated by the heating means 8 whereby the water is heated quickly and effects floor heating. When a circulating water temperature has arrived at 60 deg., for example, the controller 20 turns the heating means 8 OFF based on the detecting signal of the temperature sensor 7A and, thereafter, the circulating water may be heated by the heat source 6.
