PURPOSE:To contrive the facilitation of developing tools and the reduction of time and cost required for design and development by developing plural function modules having the same functions as peripheral circuits around a CPU in advance. CONSTITUTION:Function modules 1-3 having the same functions as peripheral circuits around a CPU are developed in advance. The modules 1-3 and a random part 4 are all made into gate arrays. When a control signal is given to input lines 6-9 from the outside, modules 1-3 and the random part 4 operate respectively according to a purpose and signals are outputted from output lines 10-13 respectively. Because the gate array is the one comprising the peripheral circuits around the CPU therein, its operation and function is virtually the same as the gate array comprising the peripheral circuit around the CPU and the random part.
