PURPOSE:To make a device thin and improve the horizontal position precision by providing a supporting shaft stood on a base, a hollow shaft which is engaged with the supporting shaft and is freely moved vertically, a reel base which is detained freely rotatably around the hollow shaft, and a means which raises/lowers and holds the hollow shaft. CONSTITUTION:When a slide lever 27 is moved right by a solenoid, a rotting lever 23 is rotated counterclockwise to move a member 21 upward through a shaft 22. The member 21 is detained on a hollow shaft 13, and a reel base 14 is detained freely rotatably around the hollow shaft 13, and therefore, the reel base 14 is raised along a supporting shaft 12. The reel base 14 is held in the lower position while the solenoid is kept magnetized, but the member 21 falls because of a spring 28 and is held in a stepped part 43a of a shaft 43 when the solenoid is released. Then, the reel base 14 falls also and is held. By this constitution, the whole of the device is made thin, and the position precision in the horizontal direction of the reel base is easily improved because the reel base 14 is raised/lowered and held along the supporting shaft 12 stood on a base 11.
