PURPOSE:To shorten significantly the loss time until a regulating valve is started to open, by providing a quick valve opening means by which the exhaust from a valve closing chamber is carried out, and a chamber communicating valve which opens for a prescribed time to communicate both chambers. CONSTITUTION:A branch steam pipe 3 is connected to a factory supply steam line via a gate valve 4, a reducing valve 5, and a gate valve 6. A valve closing chamber 13a and a valve opening chamber 13b are partitioned by a piston 14. A solenoid valve 26 is provided in the communicating line 27 which communicates the chamber 13a with the chamber 13b. The solenoid valve 26 is magnetized so as to be opened by the output signal of a relay circuit 25, and communicates the valve closing chamber 13a with the valve opening chamber 13b in an air cylinder 13 via the line 27. Thus, since the pressures in both chambers are almost equalized in response to a quick valve opening request signal, the loss time until the regulating valve is started to open can be significantly shortened.
