PURPOSE:To simplify whole processes, to make by-product into reusable HF and to produce UO3 powder having high activity, by directly converting UF6 to UO3 by the use of a fluidized reaction device, dissolving UO3 in nitric acid and making into uranyl nitrate. CONSTITUTION:Raw material UF6 is vaporized by a vaporization process, reacted with steam in a fluidized layer of a vapor phase reaction process to form UO3 powder and a HF gas is evolved. The HF gas is recovered by a condenser, etc., to give HF (solution). The formed UO3 powder is dissolved in uranyl nitrate (UNH for short) in a dissolution process to give a UNH solution. NH3 is introduced to the UNH solution in a precipitation process to form ammonium biuranate (ADU for short) precipitate. Then, the ADU precipitate is converted through a filtering and drying process, a calcining process and a reducing process to UO2 power. Formation of fluorides of defluorinating agent as by-products in a conventional procedure is eliminated, solvent extraction process in purifying process is also cut, whole processes are simplified, a fluorine content can be recovered as reusable HF and highly active product UO2 can be produced.
