PURPOSE:To expect even toner having low electrostatic charging performance to have sufficient electrostatic charging performance by constituting a thin film forming member for a developer which is brought into contact with on a developer holding member by using plural elastic material blades. CONSTITUTION:The 1st coating blade 4 is arranged on a developing roller (developer holding member) 3 at the most upstream side, the 2nd coating blade 8 is arranged on the roller 3 of this blade 4 at the most downstream side, and its free tip part 4b is brought into contact with on the roller 3. Consequently, when a developer is charged electrostatically in a thin film layer on the roller 3, the blade 4 charges the developer electrostatically for the 1st time and also adjusts its layer thickness and the blade 8 performs electrostatic charging again. Therefore, the blade 8 can perform the electrostatic charging sufficiently even if a developer which is not charged sufficiently is present in the layer of the developer, and consequently even if the developer with low electrostatic charging performance is used, fogging, scattering, etc., are precluded. |
