PURPOSE:To enable bills to be replenished and recovered and further prevent transactions from stoppage by providing a two-bill detector and a reject safe in a bill replenishing-recovering means for replenishing and recovering bills. CONSTITUTION:When bill shortage occurs in any one of transaction devices, a bill replenishing-recovering means 4, after located in the corresponding transaction device, is driven to replenish bills, while said transaction device is driven to replenish bills. Then said means 4 separates necessary number of bills with a separating device 43 and supply them to a conveying means 25 of transaction device through a conveying means 45. When double sending of bills occurs in replenishment, the bills are detected by a two-bill detector 100 and returned directly to the conveying means 45 through a conveying means 5 of transaction device to be received in a reject safe 200. Also, when double sending of bills occurs in the recovery from the transaction device, it is detected by a two-bill detector disposed on the upstream side of a discriminating section 15.
