PURPOSE:To attain the band compressing processing of about 1/2 of an original signal band and the restoring processing with a simple circuit system while a high picture quality is maintained by cutting down the information of a visually neglectable frequency area, and shifting a frequency area with a large energy to the area. CONSTITUTION:An input signal is converted to a digital data column by an A/D converter 1, added to a slanting component removal LPF2 and further, an output signal is obtained by the combination of a vertical LPF3 and an adder 4. A horizontal subsample interpolating filter 5 obtains an output signal including a horizontal return by interpolating a subsample by 1/2 of the sampling frequency of an A/D converter 1 and the data column to the data rate of an original sampling frequency. After the output signal of a vertical LPF8 and the output of a vertical LPF3 obtained in such a way are synthesized by an adder 9, a VACCS signal is obtained by the D/A converter 11. In such case, at a time base extending circuit 10, a scanning line is thinned at every line and the time base is extended to double.
