PURPOSE:To handle a traffic changed by a usual time band with the routing mode most suitable to the pattern of the change by adding the element of week day and time bands as a route determining factor. CONSTITUTION:Indexing by an earth is executed by an index table 1, and next, the indexing by other factor by an index table 2. Next, the indexing by a routing pattern number is executed by an index table 3. The indexing by the index table 3 calculates a time band by 15 minutes and the routing pattern by the time band are prepared up to four types. At the next time point when the indexing in the index table 2 is completed, the routing pattern number at the same time point is determined by week days (8 types of Sunday-Saturday and a holiday) and the time band.
