PURPOSE:To reduce the quantity of processing and make erasing of ruled lines in a picture possible by setting a predetermined rectangular window on the picture and when total number of black picture elements counted along scanning lines and number of black runs satisfy specific conditions making the scanning lines white scanning lines. CONSTITUTION:A window of, for instance, number of picture elements in vertical direction v=8, number of picture elements in horizontal direction h=29, is set beforehand in an original, and here, reading resolution is made 200dpi. In this window, total number H of black picture elements in each scanning line and number N of black runs are counted respectively. When H/N is larger than a predetermined value H0 and N is smaller than a predetermined value N0 from the result of counting, the scanning line is replaced by a white scanning line. Here, a scanning line of H=2, N=1 is judged as a ruled line and erased. As a yardstick of predetermined values H0, N0, H0 h/2, N0 2 or thereabout is suitable, and suitable size of the window (h) is suitable 2-3 times for the size of characters, and (mu) is suitable 5-15 times.
