PURPOSE:To read an original picture in one time and a short time by setting a binarization processing area and a dither processing area in an original picture area beforehand, and executing respective processings for the two areas. CONSTITUTION:A binary-dither decision part 13 decides whether the area to be read is the binarization processing area 10b or the dither processing area 10a based on an already stored data, the number of the enable signals En counted by a Y-direction counter 12y, and the number of the clock signals CL counted by an X-direction counter 12x, and outputs the result of the decision to a P-ROM 14. The P-ROM 14 outputs to a comparator circuit 15 a signal S0-S3 according to a matrix under the command P of the binary-dither decesion part 13. The comparator circuit 15 compares the output P0-P3 of an A/D converter 11 and that S0-S3 of the P-ROM 14, and the binarization processing and the dither processing respectively corresponding to the binary picture area 10b and the halftone picture area 10a are executed. As a result, a partial halftone picture can be read in one time and a short time.
