PURPOSE:To eliminate the leakage in detecting the movement in a receiver and to improve a picture quality by previously detecting a movement signal which cannot be detected only by a receiving side in a transmission side, adding information capable of detecting the movement in the receiving side to this signal and transmitting the information. CONSTITUTION:A picture moving just in a frame cycle (1/30 seconds), for instance, has the time frequency f1 of 30 Hz. Accordingly, the movement cannot de detected in the receiving side. The picture having the frame frequency of 60 Hz and the component of 30 Hz in the time frequency, if an image is sequentially picked up by a scanning camera 1 can be detected in a transmission side. Thus, the signal in which the movement is detected in the receiving side, (for instance, signals of 15 Hz, 7.5 Hz in time frequency) is added to this component and fed. Thereby, in the receiving side, the movement can be detected, a signal processing as a moving picture is performed and the deterioration in the picture quality can be prevented.
