PURPOSE:To obtain a good idling engine speed controller by providing a supercharging bypass passage in order to reduce driving loss of a supercharger in low engine speed and low load operation, and also providing a throttle bypass passage with secured control responsiveness of idle speed. CONSTITUTION:When an engine is in a low load and low speed operation, a control unit 29 inputs signals from an intake air amount sensor 10, a throttle sensor 30 and the like, and outputs an OFF signal and an ON signal to an electromagnetic clutch 18 and a three-way solenoid valve 23 respectively in order to stop an supercharger 12 for opening a supercharging bypass valve 21. Consequently, intake air is supplied to the engine from the lower stream side of a throttle valve 11 through a supercharging bypass passage 20. Meanwhile, when the throttle valve 11 is in the full-closed condition, a throttle bypass valve 27 is operated to open and the intake air is supplied from a throttle bypass passage 26 through the supercharging bypass passage 20. Therefore, respective partial portions of both bypass passages are integrated together in common use in order to simplify a passage structure and also to shorten the passage length for securing control responsiveness, so that good idle speed control is enabled.
