PURPOSE:To obtain a primer composition which strengthens the adhesive force of a paint or an adhesive to a surface of a synthetic rubber, polyolefin resin, vinyl chloride or the like, by mixing a chlorinated polyolefin with a specified hydroxyl group-containing hydrocarbon polymer in an organic solvent. CONSTITUTION:This primer composition comprises (a) a chlorinated polyolefin or chlorinated polyethylenevinyl acetate copolymer, (b) a hydrocarbon polymer which has at least one hydroxyl group on a molecular terminal and whose main chain is saturated or partially saturated and (c) an organic solvent. As the chlorinated polyolefin and the chlorinated polyethylene/vinyl acetate copoly mer (a), those having a degree of chlorination of about 3-80% are used. As component (b), a polyhydroxy polyolefin of an average MW of 1,000-5,000 is preferable.
