PURPOSE:To make it possible to restart the transmitting device of a master station and resume transmission only by changing the signal state of specific address of a signal memory from a sequence controller side when the transmission is stopped due to occurrence of abnormality by providing an abnormality detecting means that detects abnormality of transmission and stops transmitting operation and a restart control means that detects that the signal state of a specific address of a signal memory is changed by a sequence controller and resumes transmitting operation. CONSTITUTION:The device is provided with an abnormality detecting means C that detects abnormality of transmission and stops transmitting operation of a transmitting means B, and a restart control means D that detects that the signal state of a specific address of a signal memory A is changed by a sequence controller S and resumes transmitting operation. When the state of specific address of the signal memory A is changed by the sequence controller S, this is detected by the restart control means D, and thereby, transmitting operation by the transmitting device B is resumed.
