PURPOSE:To obtain the title modifier excellent in easy slidability smoothness, adhesiveness and applicability, by incorporating a copolymer comprising two specified vinyl polymerizable monomers. CONSTITUTION:A mixture of 5-95wt% vinyl polymerizable monomer (A) having a 2-10C tetrafluoroethylene oligomer residue (a) and/or a 3-9C hexafluoropropylene oligomer residue (b) [e.g., a compound of formula I, wherein R is H or a 1-4C alkyl, n is 1-6, Rf is component (a) and/or component (b)], 5-70wt% vinyl polymerizable monomer (B) having a carboxyl group (ester residue), represented by formula II or III (wherein R1 is a 1-14C alkyl) and 0-70wt% styrene monomer (C) is polymerized at 40-80 deg.C in water at a pH of 3-12 in the presence of a polymerization initiator, a surfactant and, optionally, a thickener to obtain an aqueous solution of the title modifier which is an emulsion (nonvolatile content of 0.01-10%) containing 20-90wt% copolymer of components A-C.
