PURPOSE:To improve the production efficiency by installing a detector for a top shape of a strip. putting a shock detector and a pulse generator on a pinch roll, etc., and preventing winding flaws on the top end of the strip. CONSTITUTION:A top shape detector 11 for a strip 1 is installed above a roller table 2 and is connected with a step avoiding controller 7. A pinch roll 3, wrapper rolls 5a-5c, and a mandrel 4 are provided with shock detectors 8a 8d, pulse generators 9a and 9b, respectively, In that mechanism, strip top shape recognition signals from the detector 11 are inputted into the controller 7 to perform a tracking which uses pulses and to determine the timing at which a step avoiding action is started or ended. In that method, the pressing rate of the wrapper rolls 5a-5c is increased and the production efficiency of the products is improved.
