PURPOSE:To reduce material and manufacturing costs, by forming a bail plate by providing a bending part to a plate-shaped member in the longitudinal direction thereof to bend said plate so as to form a C-shaped cross-section. CONSTITUTION:A bail plate 11 is formed by providing a bending part to a long plate-shaped member along the longitudinal direction thereof to bend said member so as to form a C-shaped cross-section and one sides of both end parts of said bail plate 11 are notched to form stepped parts 12a, 13a and a plurality of bail rollers 14... are held. A piercing hole 17 having a C-shape matched with the cross-sectional shape of the bail plate 11 is opened to an elastomer 15 to permit the bail plate 11 to pierce through said hole 17 and the bail rollers 14... are mounted to the bail plate 11 so that said rollers 14... can move to the axial direction of the bail plate 11 but are held so as not to rotate. Support holes 20, 20 each having a C-shape matched with the cross-sectional shape of the bail plate 11 are opened to the sides of the knob parts 18a, 19a of bail levers 18, 19 holding the bail plate 11 and both end parts 12, 13 of the bail plate 11 are inserted in said support holes 20, 20 under pressure to be mounted to the bail levers 18, 19.
