PURPOSE:To enable idle running without impairing performance both at transient and regular times even when the variation in the number of revolution of an engine is large, by varying the period of sampling of integral control in accordance with the difference in the number of revolution. CONSTITUTION:A sampling period operating section C32 controls the sampling period of a period variable sampler 31 in accordance with the difference between the objective number of revolution and the actual number of revolution so as to lengthen the period when the difference in the number of revolution is small while to shorten the period when it is large. Thereby the control of the number of revolution on idling with a good response can be carried out by lengthening the period and thereby without increasing the variation at a regular time even when the variation in the number of revolution is large, and by shortening the period at a transient time. Accordingly, a stable control of the number of revolution on idling with a good response can be carried out even when the variation in the number of revolution is particularly large.
