PURPOSE:To make it possible to vary the sectional area of the top part of a stack only by manipulating a wire rope by providing an outer shaft and an inner shaft at the opening of the top part of a stack in parallel to each other and providing a damper opening and closing mechanism on the outer shaft and a rain shelter opening and closing mechanism on the inner shaft. CONSTITUTION:When a wire rope 13 is pulled by a length l1 in a state where a damper 8 is located in a substantially vertical manner, an outer shaft 4 is rotated and the damper 8 fixed thereto is rotated an angle of theta deg.. On the other hand, a third arm 14 fixed to the outer shaft 4 is rotated an angle of theta deg. to expand a spring 15 by a length l2. When the wire rope 13 is relaxed, the damper 8 automatically returns to the original position. In a case where a rain shelter 9 is located at a substantially perpendicular position, when a wire rope 23 is pulled by a length l3, the rain shelter 9 fixed to a middle shaft 7 rotates substantially an angle of 90 deg. and blocks the upper part of a nozzle 3. On the other hand, an arm 24 rotates an angle of substantially 90 deg., and only a spring 25 expands by a length l4. When the wire rope 23 is relaxed, the arm 24 returns to its original state by the restoring force of the spring 25.
