PURPOSE:To generate a concentric circle dot by a digital picture signal processing by forming a binary picture signal from a threshold signal generated from a distance signal from a central point, a delayed multivalued picture signal and a picture element synchronizing signal. CONSTITUTION:A picture signal generating means 1 generates a line synchronizing signal and the multivalued picture signal. A picture element position calculating means 5 calculates the position of a remarkable picture element from both the signals to generate a position signal. A central position input means 6 designates the prescribed point in a picture to output a central position signal. A distance calculation means 9 inputs both the position sifnals to generate the distance signal between the remarkable picture element and the central position and a nomalizing means 11 narmalizes it by a prescribed value. A threshold generating means 13 generates the threshold signal from the normalized distance signal. A binarization means 16 binarizes the miltivalued picture signal delayed by a prescribed time by a picture signal delay means 15 and the line synchronizing signal (picture element synchronizing signal) by the threshold signal from a means 13 to generate a binarization picture signal. Thereby, the binary picture to which the concentric circle dot, what is called, is applied can be obtained.
