PURPOSE:To prevent overlapping by providing a decision means deciding whether a part that a recording means accesses is recorded or not and a control means controlling the recording means so that it can access an unrecorded part based on the result decided by the decision means. CONSTITUTION:a reproduction head is sequentially scanned from the innermost periphery to the outermost one(or vice versa) on tracks where a magnetic sheet 1 is recorded. A level detection circuit 8 detects whether the reproduction signal is present or not, judges whether the track is recorded or not, and stores the result. A driver 6 is driven so that the head 5 can access the outermost periphery on the unrecorded track based on the recording state of the stored track when a recording mode is set. Upon the completion of the access, video signals of one field or one frame are recorded and video signals of one track are transmitted to the head.
