PURPOSE:To prevent an idling revolution-number from rising abnormally by having a position-regulation done in case of the position of an actuator which controls an intake air quantity having exceeded the ceiling value, and having the revolution-number lowered to a predetermined value in case of a driving signal on the revolution-number rising side having been outputted afterward. CONSTITUTION:At a thing wherein a throttle valve 2 is controlled by the operation of an actuator 4 and so an idling revolution-number is controlled, there occurs an abnormality at a CPU 102 and a wrong continuous forward driving signal is outputted, then the voltage signal of a position sensor 6 surpasses the ceiling price. A comparator 105, thereupon, outputs a forward regulation signal to the CPU 102, thus stopping the occurrence of the subsequent forward driving signal. Also, when the forward driving signal is outputted notwithstanding the above operation, the output of an AND circuit becomes H and a flip-flop FF 107 is set, and the AND circuit becomes closed, and also the position of the actuator becomes above a predetermined set-back level, so that output of a set-back decision comparator 114 becomes H, and the actuator 4 is driven toward the closing side.
