PURPOSE:To easily detect abnormal by conducting a test in a state of connecting an intra-office line terminating equipment and a data line terminating equipment. CONSTITUTION:A test controller 160 controls a testing signal transmission part 111 and a response inspection part 130 in a pseudo switchboard 110 and a start detector 151 and a starter 152 in a pseudo data terminal equipment 150 through a control circuit 140 in the pseudo switchboard 110 and a control circuit 153 in the pseudo data terminal equipment 150. Receiving the test results from the control circuits 140 and 153, said controller 160 monitors the state between the intra-office line terminating equipment and the data line terminating equipment, both of which are connected in one-to-one correspondence, detects the error of the information bits between the intra-office line terminating equipment and the data line terminating equipment, and measures the time(starting time) until a bus between both equipments are established after the intra-office line terminating equipment or the data line terminating equipment is started. Thus, the operation state between the intra-office line terminating equipment and the data line terminating equipment can sufficiently be inspected.
