PURPOSE:To stabilize and hold the function effect of a toner removing device by adding a control part to a toner removing member to control the abnormal motion for toner removal. CONSTITUTION:A toner removing member 17 consists of an elastic body and is angled, and a stripe-shaped plane plate part 18 forming a vertical surface is formed, and its upper end part 19 is used as a supporting part, and its lower end part forms an edge 10 and is allowed to face the surface of a photosensitive drum 1 to scrape a remaining toner. A control part 21 forming a horizontal surface controls the motion of the toner removing member 17. The control part 21 has a group of slits 22 to uniformly bring the edge 20 into contact with the surface of the photosensitive drum 1. An angle ' between vertical and horizontal surfaces is not limited to 90 deg. but is set in consideration of deformation of the edge 20 for slide on the surface of the photosensitive drum.
