PURPOSE:To reduce the variance of development conditions with respect to time and position to reduce the degradation of image for development by excessively supplying a magnetic toner onto a recording medium by an excessive toner supply means and removing a part of the magnetic toner with a magnetic force by a toner removing means to perform development. CONSTITUTION:After a magnetic toner 3 is excessively supplied to a recording medium 5 by a toner supply magnet 9, the excessive magnetic toner 3 is attracted to an excessive toner removing magnet 10 by the magnetic force to remove it from the recording medium 5, thus terminating development. In this case, the magnetic attraction acting upon toner particles 3 on the recording medium 5 facing the toner supply magnet 9 by the magnet 9 is made smaller than that acting upon toner particles 3A on the recording medium 5 facing the excessive toner removing magnet 10 by its magnet 10. For the purpose of setting magnetic attractions in this manner, the magnetic force of the toner supply magnet 9 is made weaker than that of the excessive toner removing magnet 10 or the distance between the surface of the recording medium 5 and the excessive toner removing magnet 10 is made shorter than that between the surface of the recording medium 5 and the toner supply magnet 9.
