PURPOSE:To prevent undesired missing of a picture signal by fixing a delay time of a memory loop by one or 2 frames so long as the picture is frozen. CONSTITUTION:The change in the delay time, that is, the position correction is applied in response to a moving vector signal from a terminal T1 in memories 10-13 to apply inter-frame interpolation processing for a picture signal subject to band compression processing by the multiplex sub-Nyquist sampling is applied. Then the output signal of the memoreis 10-13 is fed back again to an input terminal by a switch SW2 and the picture signal is controlled to be circulated in a memory loop, then the position correction of the memory by the moving vector is inhibited automatically by opening the switch SW4 in interlocking with the control. Thus, so long as the picture is frozen, since the delay time of the memory loop is fixed by one or two frames, undesired missing of the picture signal is not caused.
