PURPOSE:To generate symmetrical steering power for the steering angle of a wheel to right and left sides by controlling each throttle part for giving the same flow quantity of fluid running through either of primary and secondary bypass passages. CONSTITUTION:The orifice of a linear solenoid valve 13 is changed according to a rise in the running speed of a vehicle and the quantity of fluid running through the valve 13 gives an increase, thereby raising back pressure generated between the valve 13 and a fixed orifice 15. And pilot pressure working on a spool 63 rises and the spool 63 is so displaced as to open a primary variable throttle part 62 and a secondary variable throttle part 64. In this state, when a steering wheel has been operated aud gear generation pressure has given a rise, pressurized fluid is changed to flow from the low pressure side instead of the high pressure side of a bypass valve 60, thereby causing a change in steering power.
