PURPOSE:To enable the timing of a conversion from a brake operating state to a clutch engaged state to be kept constant all the time by providing an input hub in such a manner that it may be free to slide with respect to an output shaft, and then fixing a brake plate on the body so that the position of a brake surface is kept unchanged. CONSTITUTION:On an output shaft 12 extended from the body 10 is provided a spline external tooth 40, and then, with the spline external tooth 40 is spline- engaged a roughly cylindrical input hub 42 so that it may be free to slide along direction of the axis. With the peripheral portion of a friction facing 46a in the radial direction of a hub flange 44 is in pressed contact the brake surface 62a of a brake plate 62. The brake plate 62 is fixed on the boss part 10a of the body 10 by means of a bolt 64. Accordingly, the position of the brake surface 62a can be kept unchanged, and the change over point between the brake and the clutch can be kept constant.
