PURPOSE:To reduce surge pressure by providing a branch line with a surge pressure absorbing valve, the spring chamber of which is connected to the secondary side of a flow regulating valve having a pressure compensation device. CONSTITUTION:A pump line 2 is prvided with a branch line 23 led to a tank 22 before it connects with a proportional selector valve 5 while a surge pressure adsorbing valve 24 being interposed in said branch line 23. The spring chamber 25 of said surge pressure absorbing valve 24 is connected to the secondary side of a flow regulating valve 19 provided with a pressure compensation device. Due to the above construction, when the liquid pressure in said pump lime 2 suddenly increases and surge pressure is going to be generated, said flow regulating valve 19 provided with a pressure compensation device reacts to close itself to cause pressure rise of the fluid in said spring chamber 25 to delay, so that said surge pressure absorbing valve 24 can function easily to suppress surge pressure.
