PURPOSE:To improve the utilizing efficiency of a transmission line by increasing number of data terminal equipments so that the total transmission speed of the data terminal equipments is larger than the transmission speed of the line. CONSTITUTION:The sum of the transmission speeds of data terminal equipments 1, 2-n is increased more than the transmission speed of the transmission line 14 and the sum of the transmission speeds of the data terminal equipments concerned with communication is obtained by a means 11 suming up the total of the speeds. When the total sum exceeds the transmission speed of the line 14, the communication of the data terminal equipment is rejected by a rejection means 12 in such case. When the total transmission speed is equal to the transmission speed of the line 14, the information channel of an opposite station is used until the data communication is started. In starting the data communication, the sum of the transmission speed of the terminal equipments is equal to the transmission speed of the line 14, then an opposite station informing section 16 uses a means 13 to insert a communication end signal at a prescribed location of the terminal equipment and sends the result to an opposite party.
