PURPOSE:To enable a transmission torque of proper magnitude to be transmitted by setting an allowable transmission torque on the basis of an average transmission torque between the transmission torque at the present time and that at a given time before the present time. CONSTITUTION:A calculating part 16 stores the transmission torque for every turning angle from the present time to a given time before the present time, and further obtains the average of stored transmission torque during N cycles for every turning angle. And each allowable transmission torque is set on the basis of the average transmission torque thereof, and during N cycles in which a given time elapses from the present time it is made possible to transmit torque from a driving part 10 to a driven part 13 making the allowable transmission torque as the upper limit. Accordingly, the setting of a proper allowable transmission torque corresponding to the change with the passage of time in the load under a normal operating condition can be achieved.
