PURPOSE:To install a load detecting spring in a state of giving it preload at the time of initial setting as well as to avoid producing any sag in a load detecting tension coil spring even at the time of being unladed, by installing a bias spring. CONSTITUTION:A bias spring 60 for a tension spring is installed between an eye member 54 and a spring setting part 17 of a bracket 16. And, spring force opposite to a load detecting spring 50 is given to a lever element 36, and a the time of being unladed, preload is determined so as to give turning moment in the opposite direction equal to counterclockwise turning moment to be given to the lever element 36 by a load detecting spring 58. Therefore, when a car is empty, the specified preload is made give able to the spring detecting spring 58 without making either direction of the turning moment act on the lever element 36, so that at the time of being unladed, any sag in the load detecting spring 58 is preventable from occurring because of not entirely pulling this spring.
