PURPOSE:To enable a quantitative estimation of software quality, by setting a targeted value of a software, developing it to a developing process, a work, a human resource, and various kinds of measures, etc., and varifying and reviewing whether the targeted value can be attained or not. CONSTITUTION:In the title system, a measure summary table corresponding to the manufacturing process of the software, a corresponding table between priority and a quality improving ratio, and a factor, and a calculating expression for the human resource, are prepared, and a quality targeted value corresponding to the process from decided priority, and human resource, is calculated. When the quality targeted value is below an estimated quality, a calculation is performed again by changing the priority of the measure, and the human resource, according to an index. In such a way, the calculation is repeated until an estimated targeted value can be obtained. Also, at a time when the process progresses, and the experiences of the measure, and the human resource, are shown, the calculation for the quality is performed based on an experiential value. By comparing the value, and the experiential value of the quality, and performing the feedback of a result to the factors for the quality improving ratio, and the human resource, the improvement of accuracy for the attainment of the quality targeted value by the measure, and the human resource, is attained.
