PURPOSE:To obtain an image with excellent color balance by heating a form before each transfer process. CONSTITUTION:A noncontacting type fixing device 11 is a heating type fixing device composed of, for example, a flash fixing device, etc., and the form is heated before the 1st transfer process to vaporize water in the form previously, so that the form contacts a photosensitive drum 4 almost without deforming. A yellow developing device 6-1 transfers a powder image of yellow to the form firstly by a transfer device 14 composed of a bias power source, etc. Then, a magenta developing device 6-2 performs development and the form to which the powder image of yellow is transferred as mentioned above is a little heated for fusion again by; the noncontacting type fixing device 11 through the rotation of a transfer drum 7 prior to the transfer of the 2nd powder image. At this time, the form is heated previously, so it seldom deforms.
