PURPOSE:The titled agent having improved flame retardance, electrical insulating properties, etc., containing a uniformly dispersed flame-retardant, obtained by combining a main agent consisting of an organic polyisocyanate with a curing agent consisting of a specific flame-retardant, a specific anti-settling agent and a polyhydroxy compound. CONSTITUTION:Firstly, (A) an organic polyisocyanate alone or the component A and (B) a polyhydroxy compound are used as a main agent. On the other hand, (C) a flame-retardant consisting of antimony trioxide and a halogen compound (e.g. tetrabromobisphenol A, etc.), (D) an anti-settling agent obtained by blending (i) organic montmorillonite with (ii) a surface active agent and (iii) an organic solvent in a weight ratio of the component i:ii:iii of 5-20:0.5-15:65-94.5 and the component B are used as a curing agent. Further, the main agent is combined with the curing agent to give the aimed agent. A salt of an aliphatic polyamidoamine and an aliphatic monocarboxylic acid is preferable as the component B. Xylene, etc., is preferable as the component iii.
