PURPOSE:To obtain the title electrical steel strip having low iron loss and excellent magnetic flux density by hot-rolling a non-oriented electrical steel strip having specified contents of Si and/or Al, and S, cold-rolling the strip to a final thickness, and subsequently annealing the strip under specified temp. conditions. CONSTITUTION:A non-oriented electrical steel strip contg. <=2wt% Si and/or Al and <=0.005wt% S is hot-rolled. Then the hot-rolled steel strip is annealed at a temp. higher than the Ac3 transformation temp. corresponding to the steel component, or preferably at a temp. <=50 deg.C higher than the transformation temp. The annealed steel is then annealed at the Ar1 temp. corresponding to the component or lower, or preferably at a temp. <=150 deg.C lower than the temps. As a result, a non-oriented electrical steel strip having the above-mentioned characteristics and excellent magnetic characteristic is obtained.
