PURPOSE:To effectively prevent the generation of the impact load during towing navigation by providing a which, tensioner, limit switch, and a control part for a buffer device for softening the impact load applied onto a towline when a towed article is towed by a towing vessel. CONSTITUTION:When the pulling force of a towline 3 increased to shift the winding part 7 of a tensioner 5 to a prescribed position, a limit switch 11 generates a detection signal. A control part 21 receives the detection signal and operates an alarm 27. When the control part 21 receives the detection signals for a prescribed time in continuation from the limit switch 11, the control part 21 sends a control signal into a revolution speed control motor 25 and reduces the output of the engine 24 to the deceleration revolution speed set in an engine revolution speed setting device 26, and reduces the propulsion force of a vessel. When the tension of the towline 3 increases further, the winding part of a tensioner 6 is shifted to a prescribed position, and the engine 24 is brought into stop automatically by the detection signal of the limit switch 12, and the towline is automatically wound out through the loosening of a brake device 23.
