PURPOSE:The titled inexpensive foam suitable as a heat insulating material, etc., having improved heat resistance, incombustibility elasticity, etc., obtained by blending a water-soluble urethane polymer with water as a blowing agent, a low-boiling liquid and a large amount of an inorganic substance and expanding the blend. CONSTITUTION:(A) water is blended with (B) a water-soluble urethane polymer, (C) an inorganic substance and (D) a low-boiling liquid (e.g. methylene chloride, etc.) in a ratio wherein prepared foam contains 70-99wt%, preferably 85-99wt% component B and the blend is expanded to give the aimed foam. The component C preferably comprises at least partially inorganic fibers such as rock wool, etc. The component is preferably pretreated with a surface active agent in order to improve dispersibility. The form is preferably expanded under a heating condition.
