PURPOSE:To obtain the titled foam having a high inorganic material content, improved flame retardance, sound absorbing property, etc., and suitable for incombustible interior finish, heat insulating materials, etc., of buildings, etc., by adding water, a water-soluble urethane prepolymer and inorganic material in a specific order. CONSTITUTION:Either one of a water-soluble urethane prepolymer and inorganic material containing at least 0.5wt% inorganic fibers, e.g. rock wool, etc., is dissolved or added and dispersed in 80-5,000pts.wt. water based on 100pts.wt. water-soluble urethane prepolymer. The other is then added. The water-soluble urethane prepolymer is used in an amount of 1-40pts.wt. based on 100pts.wt. inorganic material. A fluorine based low-boiling liquid, e.g. methylene chloride, etc., as a foaming agent is then added in a suitable stage to expand the resultant blend. The above-mentioned inorganic material is pretreated with a nonionic or cationic surfactant or used together therewith. Furthermore, a silicone as a foam regulator or a bromine based or phosphorus based flame retardant may be added.
