PURPOSE:To evade selection of a failed block by inputting a reference order state to which failure information is added to a replacement determining means for determining a block which discharges the contents of a buffer storage device. CONSTITUTION:When the generation of reference of a certain block is transmitted through current reference block specifying signal lines 160-163, an LRU cell 100 including a reference means order updating means and a replacement determining means updates the contents of a reference order state storing means 110. If there is no block including the contents of a main storage to be referred in a buffer storage device, the block referred most frequently in the past is selected as a block whose contents are to be discharged by the replacement determining means. If there is a block to be an error, the block is always referred by a signal outputted from a failure stage storing means 11, so that the block is not selected.
