PURPOSE:To obtain a high resolution picture with less erroneous detection by permitting a back-end filter to detect partial changes in horizontal and vertical direction of a picture and passing a picture with many horizontal high frequency components through a vertical LPF and a picture with many vertical high frequency components through a horizontal LPF according to the detected result. CONSTITUTION:A signal inputted from a communication line 12 turns out to be an output signal 1b through the horizontal LPF and an output signal 1c through the vertical LPF. An OR circuit 39 prompts a changeover switch 40 to select either one of the output signals 1b and 1c with the aid of an output signal 1f, thereby obtaining an output signal 1g. According as either one of the horizontal or vertical LPF is selected, the use of the horizontal or vertical LPF is judged, at an omitted sampling point beta two picture elements before a notice point alpha in a space and its right-hand omitted sampling point gamma on a previous line, the selection of either one of the horizontal and vertical LPFs is made, and a changeover switch 40 is switched. A selected signal 1g is added to a signal 1h, and outputted as an interpolated digital video output signal 1i out of a digital output terminal 42.
