PURPOSE:To reduce the unit of a deoxidizing agent when molten steel is refined by blowing, by adding a substance contg. carbon to the molten steel during refining so as to lower the concn. of oxygen in the molten steel. CONSTITUTION:When molten steel is refined by blowing in a converter, the temp. of the molten steel and the concn. of carbon in the molten steel are measured during refining. The temp. of the molten steel at the end of refining and the concn. of carbon in the molten steel are estimated and controlled according to the measured results and slag-less refining is carried out. At this time, in case where it is assumed that the temp. of the molten steel is lower than the desired temp. at the time when the concn. of carbon in the molten steel reaches the desired value, a substance contg. carbon such as coke or earthy graphite is added to the molten steel during refining so as to control the temp. of the molten steel.
