PURPOSE:To prevent the elution of a conductive layer forming material for a counter electrode into an electrolyte soln. and to stabilize the properties of the electrolyte soln. by disposing an EC layer to one face of a film-like working electrode and a film-like counter electrode to the other face side and conducting the counter electrode and the EC layer through the electrolyte soln. CONSTITUTION:The conductive layer 1 for the film-like working electrode is formed to one face of a sheet of glass plate 9 and the EC layer 3 consisting of a polyaniline, etc., is formed on the surface thereof. The conductive layer 10 for the film-like counter electrode is formed on the other face of the glass plate 9. A material which is inert to the extent of not eluting into the electrolyte soln. 5 when a voltage is impressed between the two electrodes so as to have a negative potential with respect to the conductive layer 5 for the working electrode and decreases the surface resistance of the conductive layer 10 for the counter electrode is used for the material to form the conductive layer 10 for the counter electrode; more specifically, metal such as platinum or gold is adequately used. The electrolyte soln. 5 is filled into the hermetic space (a) enclosed of the glass plate 11, a spacer 12 and the EC layer 3 and the hermetic space (b) enclosed of the glass plate 11, a spacer 12 and the conductive layer 10 for the counter electrode.
