PURPOSE:To obtain a high resolution picture by detecting partial changes in horizontal and vertical directions of a picture and passing a picture with many high frequency components in the horizontal direction through a vertical LPF and a picture with many high frequency components in the vertical direction through a horizontal LPF according to the detected result. CONSTITUTION:A signal 2a inputted from a communication line 29 turns out to be an output signal 2b through the horizontal LPF and an output signal 2c through the vertical LPF. A comparator 46 compares a signal 2d through an absolute value circuit 44 with a signal 2e through an absolute value circuit 45. Its output signal 2f selects the output signal 2b of the horizontal LPF where the signal 2d< the signal 2e. Whereas 2d>=2e, a changeover switch 47 selects the output signal 2c of the vertical LPF to obtain an output 2g. It is added to an output signal 2h, and outputted as an interpolated digital video output signal out of a digital video output terminal 49.
