PURPOSE:To improve start characteristic, by setting a range control section for controlling a phase control section in relation to a control range based on speed detection signal and speed reference frequency signal. CONSTITUTION:From a range control section 7, the output of signal Ps is generated when the frequency F of speed detection signal Fs is smaller than frequency Fo-X outside a control range, and the output of signal PR is generated when the frequency F is larger than Fo+X, and the output of signal PPR is generated when the frequency F outside the control range is changed to the frequency inside the control range. By a phase control section 1, phase control signal Vpc is set to be a constant value to a high degree when the signal Ps is applied, and the signal Vpc is set to be a constant value to a low degree when the signal PR is applied, and when the signal Ps and the signal PR are not applied, then the output of the signal Vpc in proportion to phase difference theta is generated.
