PURPOSE:To obtain a predetermined slip torque continuously by arranging a shock absorber on the outer circumference of the cylindrical section of a center bracket while providing a sealing member on the outer circumference of a frictional board and a rotary disc. CONSTITUTION:A shock absorber is arranged on the outer circumference of a cylindrical section 35a of a center bracket 35 while comprising a first friction board 37, a second friction board 38, a rotary disc 39 arranged non-rotatably in the circumferential direction against an internal gear 32, a belleville spring 41 for pushing the friction boards 37, 38 and the rotary disc 39 to the disc section 35b side of the center bracket 35 and a rubber member 48 covering the outer circumferential side of the rotary disc 39. Consequently, the shock absorber can be mounted without increasing the axial length of a starter. Water intruding from the second cylindrical section 35c of the center bracket 35 is sealed by the rubber member 48 thereby the slip torque does not vary.
