PURPOSE:To reduce the mooring force of a barge by a one point mooring device in a floating barge moored by the one point mooring device by providing a fin on the stern of the barge in order to restrain the oscillation of the barge. CONSTITUTION:An oil refinary processing system 4 and a flare stack 5 are arranged on a barge 3, and furthermore an oil storage tank 6 and the like are provided in the inside of the barge. In this case, a fin 12 is provided at the stern of the barge 3 in order to restrain the oscillation of the barge 3. And the barge 3 is moored by a one point mooring buoy on the sea comprising a one point mooring device 9 by way of a york 2. And mooring buoy 1 is anchored on the bottom of sea 8 by way of a chain 7. Owing to this constitution, when the barge 3 is subjected to environmental force such as forces by waves, wind, tidal current and the like, the fin 12 is subjected to hydraulic damping force caused by water outside for restraining the long period motion of the barge 3. Accordingly, the mooring force of the barge 3 by the one point mooring device 9 can be reduced.
