PURPOSE:To reduce the number of processing bits and to shorten a transmission time by comparing a picture element every one scanning line of picture data directly encoded to a run length with the picture element reversed and encoded into the run length and applying an identification code to the smaller run length and transmitting. CONSTITUTION:The picture data of the one scanning line is branched into two, one is encoded by a modified Huffman (MH) encoding circuit 11, the white and black in the other is inverted by a picture element inverting circuit 12 and a similar encoding is performed to this data by an MH encoding circuit 13. The run length (the number of bits) of the respective scanning lines from both the MH encoding circuits 11, 13 is inputted to a run length comparison circuit 14 to compare. The smaller run length of picture element inverting and non-inverting information signals is selected in a selection circuit 15 and outputted as normal MH encoding data. This output is inputted to an identification code addition circuit 16, '0', '1' are added correspondingly to the inversion and the non-inversion between the MH code and an EOL (line end) and transmitted to a line through a modem (not shown in figure) thereafter.
