PURPOSE:To improve the compression factor of picture data by dividing the original picture data into the non-sharp picture data and other picture data and applying the quantizing process to the data excepting for the non-sharp picture data to coarsen the bit resolution. CONSTITUTION:The smoothing process is first applied to an original picture data to reduce the high space frequency component for the production of the non-sharp picture data. Then the non-sharp picture data is excluded out of the original picture data. Thus the non-sharp picture-subtracted picture data is obtained and this picture data contains a high space frequency component. Then the quantizing process is applied to said subtracted picture data to coarsen the bit resolution. Furthermore the estimated coding process is applied to both picture data. Then a high compression factor is attained with the picture data by combining these quantizing process and estimated coding process.
